Sadly I think it was the Democratic Party that set the precedent on this type of behavior. Starting in 2000 Democrats contested election results after every Republican win.

In 2005 I think that Senator Boxer voted to not count the votes in Ohio. Her vote was to basically disenfranchise those Ohio voters based on allegations that that vote was stolen.
